(MANHATTAN, KS – October 30, 2018) Kansas State University, the Riley County Police Department (RCPD), and the City of Manhattan have partnered to develop a Party Registration Program similar to other college towns across the country. The concept is simple: fill out a form to register a Friday or Saturday night party, share contact information for the party hosts, and police dispatch will call if a noise complaint is received about the property.

Partygoers will be advised to mitigate the noise over the phone. If any additional noise complaints are received, dispatch will send a patrol officer to the address.

(MANHATTAN, KS – September 13, 2018) Kansas counties impacted by September 3, 2018 flood events are awaiting federal declaration to be eligible for public assistance.

Last week, Gov. Jeff Colyer MD issued a state of disaster emergency declaration for five Kansas counties which started the process for federal relief opportunities. The state declaration sent notification to the President, initiating a request for federal disaster declaration based on The Stafford Act. The law states "All requests for a declaration by the President that a major disaster exists shall be made by the Governor of the affected State."

(MANHATTAN, KS – September 3, 2018) Riley County Emergency Management, the Manhattan Fire Department, Public Works and Riley County Police Department were notified around 4:30 AM that the water in Wildcat Creek was rapidly rising. More rainfall is expected in the next 24 hours and emergency services will continue to monitor the situation.

Roads were blocked off early this morning and residents were notified at that time to evacuate if they lived in the affected areas. It is estimated that 300 people have been affected by flooding at this point.

(MANHATTAN, KS, September 5, 2018) The American Red Cross is expecting 30 displaced residents to stay at the Pottorf Hall emergency shelter overnight. The second shelter location, at St. Thomas Moore church, has been closed and people were transferred to Pottorf Hall this afternoon. Anyone who needs shelter for the night should go to Pottorf Hall, located at 1710 Avery, in CiCo Park.

ATA bus will distribute bus passes at the Pottorf Hall shelter tomorrow morning so those without access to transportation can travel around town.

A Multi Agency Resource Center (MARC) will be established on Friday, September 7 from 10:00 AM to 6:00 PM at St. Thomas Moore Church, located at 2900 Kimball Avenue. This will be a one-stop-shop offering assistance to for people who need to replace documents, access health care and mental health care, talk with the Riley County Health Department, connect with available resources, and talk to representatives from area social service agencies. Any agencies that wish to participate need to contact Sarah Wickman with the American Red Cross at sarah.wickham@redcross.org to RSVP. Residents in need of assistance do not need to RSVP.

The City Manager’s Office is coordinating volunteer efforts to assist people affected by the flood. Storage facilities in particular are needed to house undamaged belongings during cleanup. People who wish to volunteer, those who have storage space to offer, and those in need of assistance can call the City Manager’s Office at (785) 587-2404 during regular business hours.

Donations of goods and furniture are not being accepted at this time. People who wish to help can donate to the 2018 Manhattan Flood Recovery Fund established by the Greater Manhattan Community Foundation at http://www.mcfks.org/flood. Representatives from the Greater Manhattan Community Foundation will also be present at the MARC event on Friday.

Some area homes and businesses are still without power in locations where it is unsafe for electricity. If you think you should have power, first check your breakers as they may have been tripped during the flood event. A map of outages is available through the Westar website at http://outagemap.westarenergy.com/external/default.html.

Businesses affected by flooding need to be cleared by City Code Officers and the Riley County Health Department before opening. Any businesses in violation will be contacted and closed until conditions are safe to reopen.

The Riley County Police Department will continue to patrol affected areas.

Public Works staff is assessing damage to infrastructure and Code Officers continue to assess property damage. All roads are open and passable at this time except for Poliska lane which should be repaired next week.

(Manhattan, Kansas, September 4, 2018) — Due to extreme flooding in the Manhattan area, Manhattan Parks and Recreation has conducted site assessments of all parks and trails in our area.

As of 3 p.m. September 4, the following areas will be closed:

  • All of  Anneberg Park
  • All of Linear Trail
  • All soft-surfaced trails until further assessments
  • All sports fields until further assessments

Below is a map detailing areas of the city that are open and closed. Closed areas are indicated in red and listed. Each day as conditions improve, we will be making announcements on social media at 3 p.m. as to what areas will be open each day. 

Currently, Anneberg Park is one of our most heavily affected areas. There is no power or restroom availability in the park. Debris is heavy in all areas of the park and is unsafe for vehicle access. Park crews will be working diligently to make improvements as quickly as possible.

We also ask as a reminder to please not walk or bike on wet trails until there has been enough time for them to dry out. This pedestrian traffic can cause ruts and damage to the trails and cause permanent damage.

Thank you to the community as we continue to make assessments of all areas.

Repairs to concrete between Timberlane Dr. and Woodland St. will begin at 9:00 AM and will be completed in time for the evening commute. Westbound traffic will be redirected to Claflin Rd. via College Ave. One eastbound lane of Anderson will remain open. Expect delays in this area and please use extra caution when driving in work zones.

[ARCHIVED] Apartment Fire at 1010 Garden Way

At 8:58 a.m. on Wednesday morning, the Manhattan Fire Department was dispatched to 1010 Garden Way for a report of a structure fire. Upon arrival, crews found a three-story apartment building with smoke showing from Apartment A. The fire was quickly contained in less than 10 minutes. There was no one inside the apartment that had the fire and all other occupants exited prior to fire department arrival.  Crews were able to remove two dogs and were able to resuscitate them.  A total of 19 firefighters responded on 5 fire apparatus with the last units still on scene at the time of this release.
